Council of Minister Endorses Draft Construction Law


Council of Ministers has approved the draft construction law – a legal tool that will better monitor the mushrooming industry in Cambodia.

The top executive body approved the draft law on August 30 in a meeting session at the Peace Palace chaired by Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen.

According to H.E. Phay Siphan, spokesperson at the Council of Ministers, the legislation led by the Ministry of Land Management, Urban Planning and Construction had undergone series of discussions by relevant government ministries and institutions as well as development partners since 2017 before getting endorsed.

The development of construction law with 22 chapters and 113 articles was developed in response to the emerging needs to strengthen the process and operation in construction sector, added the spokesperson.

“The bigger and taller the construction, the more complicated it is. It needs proper technical procedure and standard to ensure the safety and quality of the construction,” said H.E. Phay Siphan.

Figures from Ministry of Land Management shows that Cambodia’s construction industry attracted a total investment of 4.56 billion U.S. dollars in the first seven months of 2019, up 52 percent compared to the same period last year, and 2,572 construction projects were granted from January to July this year, up 30 percent.

For the next process, the legislation will be sent for the review and adoption of the national assembly and the senate.
