H.E. Sun Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia (CDC), chaired here on Jan. 16 the second review meeting to discuss the European Chamber of Commerce in Cambodia (EuroCham)’s policy paper entitled “Improving the Efficiency and Capacity of Operations at the Sihanoukville Autonomous Port (PAS).”
The high-level meeting was attended by H.E. Minister of Public Works and Transport, H.E. Secretary of State of the Ministry of Economy and Finance, the Vice-Chairman of EuroCham, as well as Excellencies and officials from relevant ministries and institutions, and numerous private sector representatives who are members of EuroCham.
The meeting was organised to conduct a comprehensive review and discussion of the key recommendations outlined in EuroCham’s policy paper.
The primary goal is to identify concrete short-term measures in response to: (1) Growing Workload: Managing the increasing volume of work and operational pressure at the port, (2) Regional Competition: Addressing intensifying competition from other regional production hubs, (3) Logistics Efficiency: Fulfilling the urgent need to enhance the overall efficiency of Cambodia’s logistics sector.
During the session, representatives from the Sihanoukville Autonomous Port presented their progress, with a particular focus on digitalisation initiatives for monitoring and managing port operations to enhance transparency and service speed.
Based on the policy paper prepared by EuroCham’s Transport and Logistics Committee, five key points along with proposed recommendations to improve the efficiency and capacity of PAS, were actively discussed in a spirit of high-level cooperation between the public and private sectors.
H.E. Deputy Prime Minister reaffirmed Cambodia’s firm stance and readiness to welcome more European investors.
He emphasised that the Royal Government will continue to implement deep reforms to transform Cambodia into an attractive investment hub in the region, specifically through: (1) Physical Infrastructure Connectivity: Strengthening transport and link networks, and (2) Digitalisation of Public Services: Modernising and increasing the flexibility of administrative services to better support business operations.
The EuroCham policy paper on “Improving the Efficiency and Capacity of Operations at the Sihanoukville Autonomous Port” was first developed and submitted to the Ministry of Public Works and Transport in August 2025 for initial review and input, leading to today’s crucial second review session.
