Senior Cambodian official, Samdech Kitti Sangahapundit Men Sam An on Wednesday urged students to spend more time reading and writing instead of using mobile phones, saying stronger literacy habits are key to improving knowledge and supporting national development.
Speaking at the 11th National Reading Day held at the Institute of Technology of Cambodia in Phnom Penh, Samdech Men Sam An called on students to cultivate regular reading and writing practices as a foundation for academic growth and critical thinking.
The annual event, held under the theme “Writing and Reading in a New Context,” was organised to promote literacy and encourage young people to develop stronger learning habits in an increasingly digital environment.
Samdech Men Sam An praised the efforts of the Ministry of Education, Youth and Sport in advancing education, youth and sports development, particularly its role in strengthening human capital in line with the Royal Government of Cambodia’s development agenda under Prime Minister Samdech Moha Borvor Thipadei Hun Manet.
She said reading and writing play a crucial role in shaping responsible citizens by helping students and young people better understand social issues, respect diverse viewpoints and contribute constructively to national progress.
As Cambodia continues to deepen integration into the regional and global economy, she said the country’s youth must equip themselves with knowledge and confidence while preserving national values and cultural heritage.
Samdech Men Sam An also encouraged parents to motivate their children to read at home, while teachers and communities should continue fostering reading and writing in classrooms and public spaces to nurture the next generation of readers and writers.
Deputy Prime Minister and Minister of Education, Youth and Sport, H.E. Dr. Hang Chuon Naron said recent regional assessments show notable improvement in Cambodian students’ reading performance.
According to results from the 2024 Southeast Asia Primary Learning Metrics (SEA-PLM), Cambodia’s average reading score increased by six points compared with the 2019 assessment. The proportion of students achieving higher reading proficiency levels rose to 39 percent in 2024 from 27 percent in 2019.
Among countries participating in both SEA-PLM assessments, Cambodian students ranked fourth in reading performance, behind Vietnam, Malaysia and Myanmar, he added.
