Cambodia, JCA Discuss Labour Cooperation and Job Opportunities


The Ministry of Labour and Vocational Training and the Japan-Cambodia Association (JCA) have discussed expanding cooperation on job opportunities and the deployment of Cambodian workers to Japan.

The discussion took place during a meeting between Labour Minister H.E. Heng Sour and JCA President H.E. Takahashi Fumiaki at the Ministry on Mar. 31.

Both sides reviewed progress in their cooperation and exchanged views on strengthening partnerships to develop human resources in line with labour market needs and to promote Japanese investment in Cambodia.

H.E. Heng Sour highlighted the strong relationship between the Ministry and JCA, noting its role in connecting investors and supporting workforce development, particularly by creating opportunities for Cambodians to undertake internships and employment in Japan.

The Minister underlined Cambodia’s growing pool of skilled youth, supported by technical and vocational education and training (TVET), and expressed a desire to see more Cambodian workers employed in Japan.

He also encouraged JCA to explore more effective approaches to Japanese language training, especially in technical terminology, which has been a challenge for workers.

Both sides stressed the importance of human resource development for national growth in both Cambodia and Japan, particularly as Japan faces a shortage of young labour.

H.E. Heng Sour also noted ongoing cooperation with various partners, including Japanese companies such as Toyota, reaffirming Cambodia’s openness to investment and collaboration in TVET and labour mobility.

For his part, H.E. Takahashi Fumiaki expressed appreciation for the Ministry’s support and reaffirmed JCA’s commitment to expanding cooperation, particularly in workforce development and labour deployment to Japan.
