Three key ministries convened the 6th Ministerial “Tri Sector” Meeting on May 4, 2026, to bolster the integration of agriculture, water management, and rural infrastructure.
The meeting was co-chaired by H.E. Chhay Rithisen, Minister of Rural Development, H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries, and H.E. Thor Chetha, Minister of Water Resources and Meteorology.
Convened and organised at the Ministry of Rural Development, the session was attended by senior leaders from the three ministries, representatives of relevant ministries and institutions, provincial technical departments in target provinces, and development partners.
The meeting focused on coordinating the implementation of policies and activities related to modern agricultural cooperatives, farmer water user communities, and model villages.
The meeting set two primary objectives: (1) Review progress and results achieved by the Tri Sector efforts in all targeted communities since the 5th ministerial meeting, and set directions for expanding to additional communities, and (2) Review progress and reference conditions for preparing the “Tri Sector Strategic Plan” for coordinated Agriculture-Water-Rural Development in Cambodia for 2027-2031.
To advance Phase I of the Royal Government’s Pentagonal Strategy and the Government’s vision under the wise leadership of Samdech Moha Borvor Thipadei Hun Manet, the three ministries are operating under a “Dynamics Stakeholder” approach through the Tri Sector Working Group (Agriculture-Water-Rural Development) to facilitate and implement policies and rural development activities that support modern agricultural cooperatives, farmer water user associations, and model villages.
The Tri-Sector mechanism serves as an inter-ministerial coordination platform that responds directly to rural development needs, improving livelihoods and strengthening community resilience in agricultural communities, water user groups, and model villages, so that outcomes are efficient, effective, and sustainable.
