Cambodia Unveils ‘Win-Win’ Environmental Measures to Boost Foreign Investment


Cambodia’s Ministry of Environment on Thursday introduced a new suite of “win-win” measures designed to safeguard public health and the environment while streamlining protections for foreign investors.

The initiative, aimed at enhancing transparency and social accountability, was unveiled by Environment Minister H.E. Eang Sophalleth during a meeting with Japanese Ambassador Ueno Atsushi and a delegation of Japanese investors at the Ministry’s headquarters.

To facilitate a more equitable investment climate, H.E. Eang Sophalleth announced the launch of a pilot online checklist system accessible via the Ministry’s official website.

The digital tool is designed to provide foreign firms with direct access to regulatory requirements, ensuring clarity and reducing bureaucratic hurdles.

“The Ministry calls on all companies and investors to utilise this online checklist directly,” he said. “It is a vital step in obtaining accurate information and ensuring that environmental compliance is handled with transparency and accountability.”

The Minister emphasised that the platform is part of a broader strategy to create a level playing field for all international stakeholders interested in Cambodia’s green economy and environmental sectors.

In response, Ambassador Ueno Atsushi welcomed the initiative, praising the Ministry’s commitment to supporting the international business community, including Japanese firms.

The Ambassador noted that such regulatory improvements are likely to bolster investor confidence and attract increased foreign direct investment (FDI) to the Kingdom.

“Adhering to investment laws through transparent and accountable frameworks provides the necessary trust for long-term commitment,” H.E. Ueno Atsushi said, adding that these measures position Cambodia as a more competitive destination for high-quality investment.
