Cambodian People’s Party Delegation Congratulates H.E. To Lam on Re-election as Vietnam’s Communist Party Chief


A high-level delegation from the Cambodian People’s Party (CPP), led by Vice President Samdech Kitti Sangahapundit Men Sam An, met with Vietnam’s Communist Party General Secretary H.E. To Lam in Hanoi on Monday to deliver formal congratulations on his re-election.

Representing CPP President Samdech Akka Moha Sena Padei Techo Hun Sen, Samdech Men Sam An’s visit follows the conclusion of Vietnam’s 14th National Party Congress.

The meeting underscores the “traditional friendship” and strategic solidarity between the neighbouring ruling parties.

During the exchange, General Secretary To Lam expressed his gratitude to Cambodian King, Preah Bat Samdech Preah Boromneath Norodom Sihamoni, and CPP President Samdech Akka Moha Sena Padei Techo Hun Sen for their congratulatory messages.

He characterised the visit by the Cambodian delegation as a powerful testament to the enduring bond between the two nations.

H.E. To Lam noted that the 14th National Congress marks the beginning of a “new era of development” for Vietnam, guided by the principles of unity, democracy, discipline, and progress. He emphasised that the Congress reflected a unified national will to build a peaceful, independent, and prosperous nation while setting long-term strategic visions for the future.

In her remarks, Samdech Men Sam An congratulated H.E. To Lam on his re-election during the first plenary session of the 14th Central Committee. She lauded Vietnam’s comprehensive achievements under the leadership of the Communist Party of Vietnam (CPV).

The Cambodian Vice President specifically highlighted Vietnam’s successful implementation of the 13th Congress resolutions, citing robust economic growth, effective administrative reforms, and the steady improvement of living standards for the Vietnamese people.

The meeting concluded with both sides reaffirming their commitment to deepening bilateral cooperation and maintaining stability within the region.
