New Cement Factory Inaugurated in Kampong Speu Province


A new cement factory in Oral district, Kampong Speu province, was officially inaugurated this morning under the presidency of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.

Invested by Conch KT Cement (Phnom Penh) Company Limited with a capital of US$250 million, the new plant has the capacity to produce approximately 2.2 million tonnes of cement annually and is expected to create 450 direct jobs and around 1,000 indirect jobs.

This marks the second large-scale cement facility invested by the Conch Group in Cambodia. The first, Battambang Conch Cement Co., Ltd.—a joint venture between Conch International Holding (HK) Limited and a local partner—was inaugurated in 2018 in Sdao commune, Rattanak Mondul district, Battambang province. It has an annual production capacity of 2 million tonnes.

In his address at the inauguration ceremony, Samdech Thipadei Hun Manet said the new factory would significantly boost Cambodia’s cement production capacity, helping the country meet its domestic demand.

On the occasion, the Premier also announced a five-year extension of the tax exemption for cement factories, aiming to lower the cost of locally produced cement and support the construction sector.

Cambodia now has six cement plants: Kampot Cement, Cambodia Cement Chakrey Ting, Chip Mong Insee Cement, Battambang Conch Cement, Thai Bun Rong Cement, and Conch KT Cement. Together, they represent a total investment of approximately US$1.11 billion and a combined annual production capacity of about 11 million tonnes.
