PM Highlights Social Welfare Commitment on National and World Social Work Day


Prime Minister Samdech Moha Borvor Thipadei Hun Manet reaffirmed Cambodia’s strong commitment to strengthening social welfare services and promoting social justice in a message marking the 2nd National Social Work Day and the 19th World Social Work Day on Mar. 19.

In his message to his compatriots on the occasion, the Prime Minister expressed full support for the annual observance, describing it as a reflection of the Royal Government’s determination to improve social services and respond effectively to the needs of vulnerable and at-risk populations.

This year’s theme, “Together Building Hope and Harmony,” underscores the critical role of social service workers in delivering essential support, ensuring emotional well-being, and promoting inclusive and effective assistance for those in need.

Samdech Thipadei Hun Manet stressed that peace and social cohesion remain fundamental pillars for sustainable development, enabling Cambodia to address evolving socio-economic challenges while maintaining stability and seizing new opportunities in a rapidly changing global environment.

He highlighted the Royal Government’s Pentagonal Strategy – Phase 1, which prioritises growth, employment, equity, efficiency, and sustainability, with key focus areas including people, roads, water, electricity, and technology. Human development, he noted, remains central to building a capable and resilient society.

The Premier outlined various legal frameworks and policies implemented to strengthen the social work sector, including laws on juvenile justice, intercountry adoption, and the protection of persons with disabilities, as well as national policies on social protection, elderly care, and child protection.

He also emphasised ongoing efforts to professionalise the social work sector, including the development of national competency standards and the establishment of a professional council to regulate and support social service providers.

Despite progress, Samdech Thipadei Hun Manet acknowledged the need to expand the social workforce, noting that current numbers remain limited compared to demand. He stressed the government’s plan to increase the number of trained social workers to better align with regional standards.

Recognising the dedication of social workers, the Royal Government designated Mar. 19 as National Social Work Day to honour their contributions to improving social services, promoting human rights, and supporting vulnerable communities.

The Prime Minister expressed confidence that continued cooperation among government institutions, civil society, development partners, and social workers will further strengthen solidarity, enhance knowledge-sharing, and improve the overall well-being and resilience of Cambodian society.

He also commended ministries, institutions, NGOs, and stakeholders for their efforts in delivering social services, reducing poverty, combating discrimination, and responding to violence and abuse in communities.

Concluding his message, Samdech Thipadei Hun Manet called on all relevant institutions and media organisations to further promote awareness of social work achievements and to strengthen efforts in expanding and improving social services nationwide.
