Spokesperson of the Royal Government of Cambodia on Wednesday reiterated the essence of the joint commitment between Cambodia and Thailand in the spirit of the General Border Committee (GBC), referencing the Joint Statement from the committee’s 3rd Special Meeting.
In a press briefing on the “Developments in the Cambodia-Thailand Border Situation and Recent Events” at the Office of the Council of Ministers, Spokesperson H.E. Pen Bona outlined the key outcomes of the GBC’s 3rd Special Meeting, held on Dec. 27, 2025.
According to the spokesperson, the meeting achieved the following:
Recognition of the importance of discussing peaceful dispute resolution in an atmosphere of mutual trust, sincerity, goodwill, justice, and mutual respect, in line with the purposes and principles of the United Nations Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia. This aims to open a pathway for a new chapter of peace and cooperation between the two nations.
Reaffirmation of the ASEAN Chairman’s Statement on the situation between Cambodia and Thailand, issued at the ASEAN Foreign Ministers’ Special Meeting in Kuala Lumpur on Dec. 22, 2025.
Reiteration of a firm commitment to refraining from the threat or use of force, resolving disputes peacefully, and respecting international borders and international law. This commitment aims to promote peace, security, stability, and prosperity in the region based on mutual respect for each other’s independence, sovereignty, equality, territorial integrity, and national identity.
Reaffirmation of a strong commitment to the full and effective implementation of the ceasefire agreement of July 28, 2025, and all subsequent relevant agreements, as well as other existing agreements between Cambodia and Thailand.
Reiteration of a joint determination to return to dialogue based on previous agreements and existing bilateral mechanisms. This is intended to end all forms of hostility to establish a genuine and lasting peace, underpinned by a firm commitment to confidence-building, normalisation, and the establishment of long-term peace along the border.
H.E. Pen Bona further emphasised that Cambodia strictly and fully adheres to the ceasefire, the shared spirit, and all points of the Joint Statement, as well as other relevant agreements.
He stated that Cambodia maintains a firm stance on protecting the international border line inherited from the Indochina-Siam Border Commission, respecting international legal principles, the principle of uti possidetis juris (the inviolability of inherited borders), the Franco-Siamese conventions, maps, and the border demarcation minutes of the Indochina-Siam Border Commission. This also includes all agreements and relevant documents previously consented to by both parties.
“Cambodia does not recognise any border alteration resulting from the use of force,” H.E. Pen Bona said.
