The General Secretariat of the National Assembly of Cambodia and the Hanyang Cyber University of the Republic of Korea have reached a Memorandum of Understanding (MoU) on capacity building.
The MoU was signed in Seoul on April 10 by H.E. Dr. Keo Piseth, Permanent Deputy Secretary-General and Chief of the Cabinet of the President of the National Assembly, and Dr. Ki-Jeong Lee, President of Hanyang Cyber University.
The signing ceremony was witnessed by Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, following her visit to Hanyang Cyber University.
Under the MoU, the university will provide online courses to meet the needs of Members of Parliament and General Secretariat officials in a level of postgraduate. This collaboration will strengthen capacity building and contribute to Cambodia’s development.
Dr. Ki-Jeong Lee stated that the MoU marks the beginning of a new chapter in cooperation between the two institutions and aims to expand collaboration into other areas in the future.
The university displayed its core values of creativity and service, focusing on fostering innovation and social responsibility by encouraging students to ask questions, focus on problem-solutions, and promote a culture of exploration and innovation for collective growth.
During the signing ceremony, Samdech Khuon Sudary highlighted a productive meeting with Dr. Seong-Geun Oh, Vice-President of Hanyang Cyber University, held earlier at the National Assembly Palace in Cambodia. She noted that both parties acknowledged the critical role of human resources in national development and agreed to strengthen cooperation through the MoU.
Samdech reaffirmed her commitment to institutional reform and modernisation, particularly the implementation of a digital parliament. She noted that, during the 7th Legislature of the National Assembly, numerous training courses and workshops had been organised to enhance the capacity and professionalism of General Secretariat officials.
Samdech sincerely hoped that the technical assistance and scholarships provided by Hanyang Cyber University will be instrumental in strengthening the human resources and capabilities of Members of Parliament and General Secretariat officials.
Samdech expressed heartfelt thanks to the university for the agreement in providing 20 annual scholarships to Members of Parliament and officials of the General Secretariat.
She also emphasised the longstanding relationship between Cambodia and the Republic of Korea, highlighting people-to-people exchanges, education, and cultural ties as the foundation of their bilateral relations.
“This support will address practical needs and accelerate the reform of the National Assembly toward achieving a digital parliament in the future.”
Samdech added, “I am confident that the support of Hanyang Cyber University will serve as a vital foundation for expanding comprehensive cooperation between our two nations.”
