Cambodia Emerges as ASEAN Renewable Energy Leader, Set to Host 3rd Global Conference on Fossil Fuel Phase-Out


Cambodia has solidified its position as a frontrunner in renewable energy within the ASEAN region, signaling a strong commitment to global climate goals and agreeing in principle to host a major international conference on phasing out fossil fuels.

The announcement follows a meeting on Mar. 18 between Environment Minister H.E. Dr. Eang Sophalleth and Ms. Tzeporah Berman, Founder and Chair of the Fossil Fuel Non-Proliferation Treaty (FFNPT) initiative, at the Ministry of Environment in Phnom Penh.

During the talks, Minister Dr. Eang Sophalleth reaffirmed Cambodia’s dedication to the Paris Agreement, outlining targets under the country’s updated Nationally Determined Contribution (NDC 3.0) to slash greenhouse gas emissions by 55 percent by 2035. He highlighted Cambodia’s concrete progress, noting its current ranking as second in ASEAN for renewable energy adoption. The nation plans to increase the share of renewables in its energy mix to 72 percent by 2035, with the ultimate goal of achieving carbon neutrality by 2050.

“A key pillar of our strategy is the development of Cambodia’s first Carbon Neutral Island, a pioneering model for Asia, which is scheduled for official launch later this month,” Minister H.E. Dr. Eang Sophalleth stated, showcasing the country’s tangible commitment to a sustainable, green future.

Ms. Berman, whose global initiative proposes an international framework to complement the Paris Agreement by managing the coal, oil, and gas phase-out, praised Cambodia’s leadership. She emphasised that the nation’s environmental strategy is not merely theoretical but is being implemented with visible results in sustainability and green development, offering a model for the world.

In recognition of this leadership, Ms. Berman formally proposed that Cambodia host the 3rd International Conference on Fossil Fuel Phase-Out.

Minister H.E. Dr. Eang Sophalleth offered his support and agreed in principle to the proposal.

The conference is tentatively planned for early 2027 or 2028. The event would serve to highlight Cambodia’s regional leadership and advance the goals of the FFNPT, which seeks to provide financial and technological support to developing nations navigating the transition away from fossil fuels.
