The Ministry of Inspection of the Kingdom of Cambodia and the Inspection Training School of the Government Inspectorate of Vietnam are committed to strengthening bilateral cooperation and sharing experiences in inspection practices.
The commitment was made during a meeting held here early this week between H.E. Sok Soken, Cambodian Minister of Inspection, and Mrs. Pham Thi Thu Hien, Vice Principal of Inspection Training School of the Government Inspectorate of Vietnam.
On the occasion, H.E. Minister expressed his deep appreciation for the outstanding cooperation between the Ministry of Inspection of Cambodia and the Government Inspectorate of Vietnam since 2004. Over the years, both parties have signed a series of Memorandum of Understanding (MoU), continuously aligning these agreements with evolving contexts, advancements, and the needs of each side.
H.E. Sok Soken also commended the accomplishments achieved through collaboration between the inspection bodies of both countries. He highlighted key initiatives, such as exchange of working visits, the participation of Cambodian Ministry leaders and officials in specialised training programmes related to resolving complaints and denunciation, as well as preventing inactivity and abuse of power at the Inspection Training School of Vietnam. Notably, Cambodian officials who completed the training have transitioned into teaching roles at the National Inspection Institute of Cambodia, further enhancing the country’s inspection capacity.
Taking this opportunity, H.E. Minister informed Mrs. Pham that regulatory reforms within the Ministry are steadily progressing, nothing that the draft Sub-Decree on the Organisation and Functioning of the Ministry and the draft Law on Inspection are in the process of finalising. These efforts underscore the ministry’s commitment to strengthening the legal framework and enhancing public governance in Cambodia.
Furthermore, H.E. Minister outlined the following eight major strategic priorities, such as strengthening institutional capacity building and human capital building and development; drafting laws and legal documents under the ministry’s competency as mandated by the Royal Government; strengthening regulatory compliance and monitoring the implementation of laws and recommendations by the Royal Government; fostering and strengthening inspection works; enhancement on the dissemination of laws and public awareness; enhancement on disputes procedure and resolution; bolstering cooperation and partnerships between the government institutions, private sectors, and key stakeholders to facilitate the exchange of information and experiences for effective implementation of laws; and leveraging digital technology to enhance the efficiency of inspection and disputes procedure and resolution.
In response, Mrs. Pham expressed her full support for the abovementioned priorities, particularly in strengthening institutional capacity and human capital within Cambodia’s inspection sector to enhance public sector skills. She conveyed her gratitude to H.E. Minister for dedicating his time to discuss and explore the mission, vision, and strategic plan of the Ministry of Inspection of Cambodia. She also reaffirmed the Government of Vietnam’s commitment to providing training for Cambodian inspection officials.
Both parties emphasised the importance of the effective and smooth implementation of the MoU. In alignment with the goal, the two sides agreed to promote cooperation in the field of inspection, especially by fostering cooperation between the National Institute of Inspection of the Kingdom of Cambodia and the Inspection Training School of the Government Inspectorate of the Socialist Republic of Vietnam.
