MOWRAM, MPTC Reach Cooperation MoU to Enhance Document Verification

The Ministry of Water Resources and Meteorology (MOWRAM) and the Ministry of Posts and Telecommunications (MPTC) have signed a Memorandum of Understanding (MoU) to advance digital transformation in the water resources and meteorology sector.

The MoU was inked at the MPTC office on Aug. 27 by H.E. Thor Chetha, Minister of MOWRAM, and H.E. Chea Vandeth, Minister of MPTC.

According to MPTC, under the MoU, the MPTC will support the MOWRAM in several key areas, including the implementation of the document verification platform verify.gov.kh, the development of digital infrastructure and wireless internet connectivity, as well as the organisation of digital capacity building programmes for civil servants.

The verify.gov.kh platform is a government platform developed by the MPTC. It is designed to eliminate falsified documents, provide user convenience, and verify document authenticity through the integration of a standard QR code on official documents that eliminates the need for paper-based verification.

The platform has already been adopted across many government institutions and has also been recognised internationally. In 2024, verify.gov.kh won the Gold Medal in the Public Sector Category, officially recognised as ASEAN’s most distinguished digital solution for public service delivery.

MPTC has signed similar MoUs with various ministries and institutions, including the Ministry of Information, to expand the use of this digital service.
