MLUPC, MPWT Sign MoU Laboratory Cooperation


The National Construction Laboratory of the Ministry of Land Management, Urban Planning, and Construction (MLUPC) and the Building and Public Works Laboratory of the Ministry of Public Works and Transport (MPWT) signed a Memorandum of Understanding (MoU) on laboratory cooperation on Aug. 27 in Phnom Penh.

The MoU was inked by H.E. Say Samal, Deputy Prime Minister and Minister of MLUPC, and H.E. Peng Ponea, Minister of MPWT.

The agreement aims to foster collaboration through the exchange of experience, technical expertise, and research results, thereby strengthening the capacity of officials and experts to ensure the quality of construction materials and products used in both ministries’ sectors.

It also promotes the provision of quality, efficient, and timely services in line with technical standards through training programmes, seminars, exchange visits, laboratory training, and joint research initiatives.

On the occasion, H.E. Peng Ponea expressed his gratitude to DPM Say Samal for initiating the MoU and encouraged both laboratories to effectively implement it, particularly by sharing practical experience and technical skills.

According to the MPWT, the Building and Public Works Laboratory was established on Jan. 28, 1995, with financial and technical assistance from the French government, and was placed under the ministry’s supervision in 1996. The National Construction Laboratory, under the MLUPC, was established on Dec. 29, 2022, to provide testing services for construction materials.
