Cambodia Backs GBC Meeting to Reinforce Ceasefire

Cambodia has expressed its support for convening a meeting of the Joint General Border Committee (GBC) on Dec. 24, in line with the ASEAN Chair’s Statement issued following the Special ASEAN Foreign Ministers’ Meeting on the current situation between Cambodia and Thailand, held in Kuala Lumpur on Dec. 22.

In a letter addressed to Thai Defence Minister H.E. General Nattaphon Narkphanit, who also serves as the Thai co-chairman of the GBC, Deputy Prime Minister and Minister of National Defence H.E. General Tea Seiha reaffirmed Cambodia’s commitment to dialogue and the peaceful resolution of disputes in accordance with international law amid ongoing border tensions.

The ASEAN Chair’s Statement welcomed discussions on the resumption of the ceasefire and the cessation of hostilities, while ASEAN foreign ministers expressed hope for the early de-escalation of tensions.

On the substance of the discussions, Cambodia suggested that the GBC meeting focus on some key agenda items. These include an immediate cessation of all hostilities and full respect for and implementation of the ceasefire agreement of July 28, 2025, as well as the Kuala Lumpur Joint Declaration of Oct. 26, 2025, and other agreements reached under the same framework.

Another priority agenda item is the safe and dignified return, without obstruction, of civilians from affected border areas to their homes and the peaceful settlement of disputes through the immediate resumption and full implementation of the Kuala Lumpur Joint Declaration, along with the urgent reactivation of existing mechanisms under this framework, including border demarcation and humanitarian demining.
