Cambodia and China signed a Memorandum of Understanding (MoU) on Thursday to deepen bilateral cooperation in labour and vocational training, focusing on green skills development and labour market integration to meet future industrial demands.
The agreement was signed during a meeting at the National Exhibition and Convention Centre in Shanghai between Cambodian Minister of Labour and Vocational Training H.E. Heng Sour and Chinese Minister of Human Resources and Social Security H.E. Ms. Wang Xiaoping.
The MoU establishes a joint framework to enhance vocational education, foster green skills development, and advance the digital modernisation of Technical and Vocational Education and Training (TVET) systems. Under the agreement, both nations will encourage relevant institutions to coordinate regularly to ensure the effective implementation of key initiatives.
During the meeting, H.E. Heng Sour expressed gratitude to the Chinese government for hosting the WorldSkills Conference 2026 and acknowledged Beijing’s continued support for Cambodia’s human resources sector. He specifically highlighted China’s contribution of the “National Occupational Standards Package,” which covers 16 major vocational fields.
H.E. Heng Sour noted China’s forward-looking approach to workforce development, stating that its strategies offer valuable models for other nations seeking to upgrade vocational skill sets. Both sides reaffirmed their commitment to turning the bilateral agreement into actionable projects that deliver mutual benefits.
