Prime Minister Samdech Moha Borvor Thipadei Hun Manet has reaffirmed that human capital development remains Cambodia’s top priority, stressing the importance of education, healthcare and employment opportunities in promoting sustainable national development.
Speaking here this morning at a gathering with over 2,000 students who achieved Grade A in the 2026 High School Examination and the Level 3 Technical and Vocational Education and Training (TVET) examination, Samdech Thipadei Hun Manet emphasised the need for every young person to acquire at least one skill to contribute to their family, community and society.
Developing human capital in both quantity and quality is essential to national progress, while improvements in education play a crucial role in advancing the economy, commerce and service sectors, he said.
“The Royal Government of Cambodia will continue to further develop the education and health sector and enable the country to seize opportunities for national development,” he added.
The Prime Minister underscored that human resources are the country’s foremost priority and the key to sustainable development, highlighting three essential pillars: health, knowledge and skills, and livelihoods.
Regarding public spending, Samdech Thipadei Hun Manet said that social welfare, particularly education and healthcare, account for a significant share of the Royal Government’s expenditure.
The Premier assured the public that the 2027 national budget would not reduce spending on education and healthcare. Although the defence budget would also increase, allocations for the two key social sectors would be maintained and would not be cut.
According to the Ministry of Education, Youth and Sport, a total of 125,975 candidates passed the 2026 High School Diploma Examination, representing a pass rate of 84.06 percent.
