នៅព្រឹក ថ្ងៃពុធ ១៥កើត ខែជេស្ឋ ឆ្នាំឆ្លូវ ត្រូវនឹងថ្ងៃទី ២៦ ខែឧសភា ឆ្នាំ២០២១ ឯកឧត្តម សាយ សំអាល់ រដ្ឋមន្រ្តីក្រសួងបរិស្ថាន បានអនុញ្ញាតិអោយ លោកជំទាវ Teo Lay Cheng ឯកអគ្គរដ្ឋទូតសិង្ហបូរីថ្មី ប្រចាំនៅកម្ពុជាចូលជួបសម្តែងការគួរសម ។ក្នុងឱកាសទើបតែត្រូវបានបំពេញបេសកកម្មជាឯកអគ្គរដ្ឋទូតថ្មីនៃលោកជំទាវបានមានប្រសាសន៍ថា ក្រៅពីការសម្តែងនូវគាវរកិច្ច លោកជំទាវក៏ចង់សិក្សាស្វែងយល់បន្ថែមនូវលទ្ធភាពក្នុងការពង្រឹងកិច្ចសហការរវាងប្រទេសទាំង២អោយកាន់តែប្រសើរ ជាពិសេស លើកិច្ចការងារគ្រប់គ្របសំរាម ទឹកស្អាត និងការពង្រឹងសមត្ថភាពមន្ត្រី។ លោកជំទាវសង្ឃឹមថា នៅពេល ខាងមុខនេះ អាចនឹងមានការរៀបចំទស្សនកិច្ចផ្លូវការ កម្រិតបច្ចេកទេស និងកម្រិតនយោបាយ ដើម្បីចែករំលែកបទពិសោធន៍រវាងកម្ពុជា និងសិង្ហបូរី លើវិស័យសំខាន់ៗនានា ជាអាទិ៍ បរិស្ថាន នគរូបនីយកម្ម និងទូរគមនាគមន៍ ព្រមទាំងដើម្បីរឹតចំណងមិត្តភាពរវាងប្រទេសទាំងពីរផងដែរ។
ជាការឆ្លើយតប ឯកឧត្តមរដ្ឋមន្រ្តីបានសម្តែងនូវការស្វាគមន៍យ៉ាងកក់ក្តៅ និងអបអរសាទរចំពោះវត្តមានរបស់លោកជំទាវឯកអគ្គរដ្ឋទូតដែលត្រូវរដ្ឋាភិបាលប្រទសសិង្ហបុរីផ្តល់នូវសេចក្តីទុកចិត្តតែងតាំងជាឯកអគ្គរដ្ឋទូតថ្មីប្រចាំនៅប្រទេសកម្ពុជា ។ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានជម្រាបជូនពី សក្តានុពលដែលសិង្ហបុរី បានសហការនិងគាំទ្រកម្ពុជានាពេលកន្លងមកគឺការបណ្តុះបណ្តាលធនធានមនុស្ស លើវិស័យអប់រំសិក្សាធិការតាមរយៈការផ្តល់អាហារូបករណ៍ ផ្លាស់ប្តូរ និងចែករំលែកបទពិសោធន៍គ្នាទៅវិញទៅមក ជាក់ស្តែងរដ្ឋាភិបាលសិង្ហបុរីទើបតែបានផ្តល់អាហារូបករណ៍ ដល់មន្រ្តីជាយុវជនបន្តវេន៤នាក់ទៅសិក្សានៅសាលា
គោលនយោបាយលីក្វាន់យូ សម្រាប់ក្រសួងបរិស្ថានផងដែរ។ ឯកឧត្តមរដ្ឋមន្ត្រី បានជម្រាបជូនលោកជំទាវឯកអគ្គរដ្ឋ ទូតអំពីដំណើរការអភិវឌ្ឍន៍ប្រទេសកម្ពុជា និងការវិវឌ្ឍន៍ថ្មី ជាពិសេសក្នុងវិស័យបរិស្ថាន នៅក្នុងរយៈពេលប៉ុន្មានឆ្នាំចុងក្រោយនេះតាមបណ្ដារាជធានីខេត្តគោលដៅ ជាអាទិ៍ភាពរាជធានីភ្នំពេញ ខេត្តព្រះសីហនុ និងខេត្តសៀមរាប។ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានចែករំលែកបទពិសោធន៍របស់កម្ពុជា នៅក្នុងការរៀបចំរបាយការណ៍បច្ចុប្បន្នភាពនៃការរួមចំណែករបស់កម្ពុជា (Cambodian NDC Update) ក្នុងការអនុវត្ដអនុសញ្ញាក្របខ័ណ្ឌសហប្រជាជាតិស្តីពីការប្រែប្រួលអាកាសធាតុ យុទ្ធសាស្ត្រអភិវឌ្ឍន៍ដែលបញ្ចេញកាបូនតិច (LEDs) យុទ្ធសាស្ត្រ REDD+ ជាតិ និងបទពិសោធន៍ការចរចាឥណទានកាបូនក្នុងទីផ្សារស្ម័គ្រចិត្ត៕
On the morning of 26 May 2021, Minister of Environment H.E. Say Sam Al received a courtesy call from Her H.E. Teo Lay Cheng, Newly Appointed Ambassador of Singapore to Cambodia, prior to the meeting. On the occasion of her appointment, Her H.E. said that in addition to her courtesy, she also wanted to learn more about the possibility of strengthening cooperation between the two countries, especially on waste management, clean water and capacity building of officials. She hopes that in the future, there will be official visits at the technical and political levels to share experiences between Cambodia and Singapore on key areas such as environment, urbanization and telecommunications, as well as to strengthen ties between the two countries as well.
In response, the Minister expressed a warm welcome and congratulations to the presence of the Ambassador, who has been entrusted by the Government of Singapore with the appointment of a new Ambassador to Cambodia. The Minister also informed about the potential that Singapore has cooperated and supported in the past, namely the training of human resources in the field of education through the provision of scholarships, exchanges and sharing experiences with each other, in fact, the Government of Singapore has just provided scholarships to 4 youth officers to study at Lee Kuan Yew Policy School for the Ministry of Environment as well.
The Minister briefed the Ambassador on Cambodia’s development process and new developments, especially in the field of environment, in recent years in the target capitals, including Phnom Penh, Sihanoukville and Siem Reap. The Minister also shared Cambodia’s experience in preparing the Cambodian NDC Update on the implementation of the United Nations Framework Convention on Climate Change, Low-Carbon Development Strategies (LEDs), and the National REDD + Strategy and carbon credit negotiation experience in the voluntary market.
