Prime Minister Samdech Moha Borvor Thipadei Hun Manet has expressed pride in Cambodia’s transformation from a cement-importing nation to a cement exporter.
Speaking at the inauguration ceremony of the new Conch KT Cement (Phnom Penh) Co., Ltd. factory in Kampong Speu province this morning, Samdech Thipadei recalled that prior to 2007, Cambodia relied entirely on cement imports from Thailand, Vietnam, Indonesia, and the Philippines.
Currently, however, the country is home to six cement plants that fully meet domestic demand and have begun exporting cement. In 2024, Cambodia exported more than 30,000 tonnes of cement to Thailand, he added.
The Prime Minister called on the Ministry of Mines and Energy and the Cambodian Cement Manufacturers Association to intensify efforts to explore additional international markets for Cambodian cement exports.
Samdech Thipadei also urged the ministry to carefully review proposals to limit new cement licenses, in order to preserve a competitive market environment and avoid potential business failures within the industry.
Cambodia’s six operational cement plants are Kampot Cement, Cambodia Cement Chakrey Ting, Chip Mong Insee Cement, Battambang Conch Cement, Thai Bun Rong Cement, and Conch KT Cement. Together, they represent a total investment of approximately US$1.11 billion and an annual production capacity of around 11 million tonnes.
According to H.E. Keo Rottanak, Minister of Mines and Energy, three additional cement plants are currently under construction in Kampot, Battambang, and Kratie provinces. Once completed, they are expected to add a combined annual capacity of 5 million tonnes.
