Amendment to Law on Administration and Management of Commune/Sangkat Unanimously Approved


The National Assembly on Thursday unanimously approved a draft law amending the Law on the Administration and Management of Commune/Sangkat, aimed at further enhancing the effectiveness of commune and Sangkat administrations in serving the people.

The draft law was approved with 110 votes in favour out of 110 lawmakers present during the National Assembly’s sixth session of the seventh legislature, chaired by National Assembly President Samdech Maha Rathsapheathika Thipadei Khuon Sudary.

The amendment revises four articles – Articles 33, 34, 35 and 38 – of the Law on the Administration and Management of Commune/Sangkat, promulgated on Mar. 19, 2001.

According to the draft law, the amendments are in line with the Pentagonal Strategy-Phase 1 and the Royal Government’s reform programme under the seventh legislature, particularly efforts to further strengthen the effectiveness of sub-national administration.

The amendments aim to ensure greater unity, efficiency, transparency and accountability in the leadership and administration of communes and Sangkats.

They also seek to ensure that the determination of leadership positions within commune/Sangkat administrations is consistent with election results and reflects the will of voters and democratic principles.

In addition, the amendments are intended to strengthen the leadership and management of commune/Sangkat administrations and ensure greater consistency and coordination in the implementation of administrative functions at the grassroots level.
