The National Assembly of the Kingdom of Cambodia last night issued a strong petition condemning what it described as Thailand’s “brutal and inhumane invasion,” warning that the continued escalation threatens Cambodia’s sovereignty, regional stability, and the rules-based international order.
In the petition, the National Assembly stated that Thailand has carried out large-scale military operations using heavy weaponry, including F-16 and T-50TH fighter jets, warships, toxic gas, and cluster munitions, striking 80–90 kilometres deep into Cambodia’s sovereign territory across several provinces where civilian populations reside.
“These barbaric acts constitute a grave violation of Cambodia’s sovereignty and a blatant breach of international law,” the petition stated, adding that the attacks have caused widespread harm to civilians and civilian infrastructure.
The National Assembly further stressed that Thailand’s actions represent a clear violation of the Kuala Lumpur Peace Agreement, which was witnessed by former U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim in his capacity as ASEAN Chair.
“Such actions have gravely undermined the foundations of peace, regional stability, and the rules-based international order,” the petition said.
Since Dec. 7, 2025, Thai military operations have indiscriminately conducted aerial bombardments and shelling against civilian areas. According to the Ministry of Interior, 30 innocent Cambodian civilians have been killed and 87 others injured, while more than 630,000 people had been forced to flee their homes for safety by 6:00 p.m. on Dec. 24. This displaced population includes nearly 332,000 women and over 202,000 children.
The petition also highlighted what it described as unprecedented destruction to cultural and historical heritage, including UNESCO World Heritage sites, such as Preah Vihear Temple, Ta Krabey Temple, and Tamone Thom Temple.
After 18 consecutive days of hostilities, the National Assembly warned that the situation has escalated from border incidents into a full-scale war of invasion, marked by the presence of Thai ground forces entering civilian homes inside Cambodian territory.
“The systematic destruction of civilian lives, cultural heritage, schools, pagodas, and civilian infrastructure constitutes crimes against humanity,” the statement declared. “No state in the world stands above the law, and aggression disguised under the pretext of security is a genuine crime.”
The National Assembly cautioned that international indifference would set a dangerous precedent.
“If the international community remains silent, it would legitimise the law of the jungle, where might makes right,” the petition warned, stressing that tolerance of such conduct would leave no small country safe in the future.
In its concluding appeal, the National Assembly called on the international community, the United Nations, and parliaments worldwide to exert pressure on Thailand to immediately and unconditionally cease all military operations within Cambodian territory, and to ensure that Thailand is held accountable under international law.
