Samdech Maha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has instructed relevant authorities to complete land surveying and registration nationwide by the end of 2026 and finish distributing land titles to citizens by 2027.
The Prime Minister made the remarks this morning while presiding over a ceremony to distribute 23,067 land ownership certificates to residents of 17 villages in Chey Thum, Roka Chonleung and Pok Russey communes, Ksach Kandal district, Kandal province, at Hun Sen Rota Khsach Kandal High School.
For Kandal province, the ceremony marked the distribution of land titles in the last remaining district and the official completion of the systematic land registration campaign throughout the province.
Samdech Thipadei Hun Manet called on the remaining provincial administrations to carry out the land registration work with a high sense of responsibility. He also requested that heads of Royal Government working groups in the provinces help distribute land titles directly to citizens in the localities under their responsibility.
The Prime Minister said that during the 7th-mandate Royal Government, he assigned the Ministry of Land Management, Urban Planning and Construction to complete land surveying and registration for citizens. To date, a total of 13,956,479 land parcels have been surveyed, equivalent to 103 percent of the estimated number of parcels.
An additional 2.6 million land titles have been issued, bringing the total number of titles issued to 9,641,857, while 8,765,419 land ownership certificates have been distributed to citizens.
According to the Prime Minister, land surveying and the issuance of land titles help ensure greater clarity in land management, reduce and eventually eliminate losses caused by land-related uncertainties, and provide citizens with secure rights that serve as a foundation for personal development and the growth of household and national economies.
Samdech Thipadei also instructed the continued completion of long-term land-use master plans that maintain a balance among residential needs, employment and recreation, while ensuring harmony among the economy, environment and sustainable development.
He urged the Ministry of Land Management, Urban Planning and Construction and capital-provincial administrations to work closely together to accelerate studies and develop land-use plans and economic corridors based on the natural potential of land resources in different areas, with the aim of creating and increasing economic value.
Samdech Thipadei Hun Manet reaffirmed that the Royal Government led by the Cambodian People’s Party remains committed to surveying land and issuing land titles to citizens, while maintaining its policy of not imposing taxes on farmers’ agricultural land.
