Cambodian PM: Don’t Be Afraid to Invest in Human Capital


Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, has reaffirmed the Royal Government’s continued attention to investment in human capital.

Speaking at a graduation ceremony of over 2,300 students of the National Institute of Education in Phnom Penh this morning, Samdech Techo Hun Sen said human capital investment is very important for the national development.

“If we don’t dare to invest in education, we cannot speak about the development,” he said.

The Premier continued that in 1979, he could count the number of senior officials who held a bachelor’s degree, but now it cannot be counted anymore.

Anyway, he added, investment in human capital is not easy. “If we want to invest for bachelor’s degree, we need to spend at least 16 years, for master’s degree 18 years, and for doctorate degree, at least more than 20 years,” he underlined.

According to the Ministry of Education, Youth, and Sports, for the 2022-2023 academic year, Cambodia has a total of 8,607 kindergartens, 8,067 primary schools, 1,340 lower secondary schools and 816 high schools.

There are in total 3,676,575 students (49.7 percent are female), of them 380,788 are pre-school students, 2,200,021 are primary school students, 694,161 are lower secondary school students, and 401,605 are high school students.

Besides, Cambodia has 19 technical and vocational education institutions with a total of 3,259 students, and 132 higher education institutions – 48 public and 84 private institutions – located in 20 provinces and capital with 205,636 students, of them 47.5 percent are female.
