H.E. Dr. Ing Kantha Phavi, Minister of Women’s Affairs and Chair of the Cambodian National Council for Women (CNCW), representing Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, today presided over the groundbreaking ceremony for the construction of a new dormitory for underprivileged female students from various provinces.
The ceremony took place at Sangkat Prek Leap, Khan Chroy Changvar, Phnom Penh, with the participation of senior officials from the Ministry of Women’s Affairs, CNCW members, female entrepreneurs, and stakeholders — totaling approximately 250 attendees.
This dormitory is a generous gift from Samdech Techo Hun Sen and Samdech Kittiprittpundit Bun Rany Hun Sen and their family, and will be officially handed over to the Ministry of Women’s Affairs upon completion.
Built on a two-hectare plot, the four-story building will span 8,856 square metres and contain 126 rooms. The ground floor will house administrative offices, a health post, and a multipurpose meeting area.
The construction is expected to take 18 months and will be entirely funded by Samdech Techo Hun Sen family.
On behalf of the Ministry and the CNCW, Minister Dr. Ing Kantha Phavi expressed profound gratitude to Samdech Techo and Samdech Kittiprittpundit for their continued commitment to improving the well-being of women and girls across the country. Their long-standing efforts to promote gender equality and empower women in all sectors contribute significantly to national and household economic growth and to fostering harmony in families and society at large.
More than just a safe accommodation for female students pursuing higher education, the dormitory represents a bridge of hope and opportunity. It is a place where dreams are nurtured, and aspirations are given space to flourish.
The project also aligns with national policies on gender equality and women’s empowerment, enabling access to higher education and skill development — preparing young women to become capable and active agents in the country’s development.
