Cambodia and Japan have reaffirmed their strong commitment to deepening bilateral cooperation in the fight against cyber and technology-based fraud, recognising it as a complex, transnational challenge that demands coordinated global action.
The renewed pledge came during a working discussion on Nov. 12 between H.E. Santepundit Chhay Sinarith, Senior Minister and Chairman of the Secretariat of the Commission for Combating Online Scams (CCOS), and H.E. UENO Atsushi, Ambassador of Japan to Cambodia.
H.E. Santepundit Chhay Sinarith extended his sincere appreciation to the Government and people of Japan for their steadfast, long-standing support across numerous sectors of Cambodia’s development, including socio-economic growth, human resource development, infrastructure, and humanitarian mine clearance.
He emphasized that collaboration in the security field—specifically in countering technology-based fraud—has become a crucial pillar of the Cambodia-Japan partnership, contributing to the maintenance of peace, security, and stability both regionally and globally.
H.E. Santepundit Chhay Sinarith reaffirmed the Royal Government of Cambodia’s unwavering commitment to preventing, combating, and ultimately eradicating online and technology-based fraud.
He welcomed cooperation with all international partners to effectively address the issue, underscoring that cyber fraud is a global and increasingly sophisticated problem.
Addressing it, he stressed, requires all countries to work together on in-depth research, strengthening operational capacity, and boosting public awareness to shield citizens from falling victim to these schemes.
In response, Ambassador UENO Atsushi highly commended the Royal Government of Cambodia and its law enforcement agencies for their dedicated efforts and demonstrable actions against technology-based fraud. He highlighted that the recent establishment of the CCOS clearly reflects Cambodia’s robust political will to tackle this pressing issue and congratulated the Commission on its concrete achievements to date.
The Ambassador also expressed gratitude to the Cambodian authorities for their active cooperation and prompt response in cases involving Japanese nationals. Recognising the complexity and cross-border nature of technology-based fraud, he reiterated Japan’s readiness to continue providing support and collaboration in this vital security area.
Both sides concluded the meeting by agreeing to further strengthen cooperation between the CCOS and the Embassy of Japan through strategic initiatives, including Capacity building programmes; Information sharing for joint investigation and research; Broader public communication campaigns to promote awareness and preventive measures against cyber fraud.
