A total of 7,873 Cambodian civilians from 1,869 families, including 1,847 children, remain unable to return to their homes in the Boeung Trakuon Border Checkpoint area in Banteay Meanchey province, according to a press release issued by the Spokeswoman of the Ministry of National Defence on Tuesday.
At 8:45 a.m. on Nov. 3, the Cambodian Liaison Group (CLG) facilitated the ASEAN Observer Team in Cambodia (AOT-KH) in conducting an observation mission in the area of Boeung Trakuon Border Checkpoint, Kouk Romiet commune, Thmar Puok district, Banteay Meanchey province, to monitor, verify and report on the situation along the Cambodia-Thailand border.
The Ministry stated that since the ceasefire took effect on Dec. 27, 2025, Thai military forces have continued installing barbed wire, digging trenches and constructing new military bunkers. They destroyed infrastructure, homes and property belonging to Cambodian civilians, creating fear among local residents and continuing their unlawful occupation of Cambodian territory in the area. These actions, it said, have prevented thousands of civilians from returning to their homes.
The statement reaffirmed Cambodia’s firm position on protecting its international border with Thailand as established by the Indochina-Siam Boundary Commission, in accordance with international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris).
It also underscored the importance of respecting the Franco-Siamese conventions and treaties, maps, and procès-verbaux of the Commission for the Delimitation of the Boundary between Indo-China and Siam, as well as other relevant agreements and documents previously agreed upon by both parties.
The Royal Government and the Ministry of National Defence reaffirmed Cambodia’s firm, sincere and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia-Thailand General Border Committee (GBC), dated Dec. 27, 2025; the Joint Declaration on the Peace Agreement between Cambodia and Thailand, dated Oct. 26, 2025; and all other relevant agreements.
The statement said this commitment aims to ensure a rapid recovery, restore normalcy and achieve lasting peace and stability.
