Two New Laws Promulgated


The laws on the establishment of the Ministry of Inspection and the State Secretariat for Border Affairs have been promulgated by two separate royal decrees.

His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, signed the two royal decrees on Oct. 5, but they were released to the media on Sunday.

The laws on the establishment of the Ministry of Inspection and the State Secretariat for Border Affairs were approved by the National Assembly in its first session of the 7th legislature on Sept. 14, 2023 and by the Senate in its extraordinary session of the 4th legislature on Sept. 21, 2023, while their constitutionality was declared by the Constitutional Council of Cambodia on Sept. 28, 2023.

The ten-article law on the establishment of the Ministry of Inspection stipulates that the ministry has the authority to lead and manage the inspection sector of the Kingdom of Cambodia.

The Ministry of Inspection shall be headed and managed by a minister, accompanied by secretaries of state and under secretaries of state as needed who will perform their duties as assigned by the minister.

For its part, the State Secretariat for Border Affairs has the authority to direct and manage the border affairs of the Kingdom of Cambodia, both land and sea borders, according to the eight-article law on the establishment of the State Secretariat for Border Affairs.

The Secretariat of State is headed by a minister, accompanied by secretaries of state and under secretaries of state as needed who will perform their duties as assigned by the minister in charge of the Secretariat of State for Border affairs who is accountable to the Prime Minister and to the National Assembly.
