ថ្ងៃអង្គារ ១១កើត ខែមិគសិរ ឆ្នាំច សំរឹទ្ធិស័ក ព.ស.២៥៦២ ត្រូវនឹងថ្ងៃទី១៨ ខែធ្នូ ឆ្នាំ២០១៨ លោក ញ៉ែម សារវង្ស អគ្គនាយករងនៃអគ្គនាយកដ្ឋានដឹកជញ្ជូនផ្លូវទឹក ផ្លូវសមុទ្រ និងកំពង់ផែ តំណាងឲ្យឯកឧត្ដមអគ្គនាយក ចាន់ តារា បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកសិក្ខាសាលាស្ដីពី វិស័យកំពង់ផែកម្ពុជា – ជប៉ុនឆ្នាំ២០១៨ រៀបចំឡើងដោយក្រសួងសាធារណការនិងដឹកជញ្ជូន និងសមាគមសហប្រតិបត្តិការកំពង់ផែក្រៅប្រទេសជប៉ុន ដោយមានការចូលរួមពីមន្រ្តីរដ្ឋាភិបាល តំណាងមកពីសាកលវិទ្យាល័យ Open University of Japan ទីភ្នាក់ងារJICA តំណាងស្ថានទូតជប៉ុនប្រចាំកម្ពុជា និងក្រុមហ៊ុនឯកជនមកពីប្រទេសជប៉ុន និងប្រទេសកម្ពុជា ប្រមាណជាង ១០០ នាក់។
សិក្ខាសាលានេះផ្តោតសំខាន់ទៅលើការអភិវឌ្ឍកំពង់ផែស្វ័យតរាជធានីភ្នំពេញ នីតិវិធីទាក់ទងនឹងការផ្ទេរទំនិញនៅកំពង់ផែ និងការដោះដូរទំនិញតាមប្រព័ន្ធអេឡិចត្រូនិច (Port EDI) កិច្ចសហប្រតិបត្តិការជប៉ុនក្នុងវិស័យកំពង់ផែនៅកម្ពុជា ការផ្លាស់ប្តូរបច្ចេកទេសកំពង់ផែទ្វេភាគី សារសំខាន់ស្ដង់ដារបច្ចេកទេស និងការថែទាំហេដ្ឋារចនាសម្ព័ន្ធកំពង់ផែ។
លោកអគ្គនាយករង បានបញ្ជាក់ពីសារសំខាន់នៃការប្រើប្រាស់ធនធានសមាគមអតីតនិស្សិតរបស់ទីភ្នាក់ងារ JICA ដោយហេតុថា សមាគមនេះដើរតួយ៉ាងសំខាន់ក្នុងការអភិវឌ្ឍសមត្ថភាពគ្រប់គ្រងទំនិញ និងពង្រឹងសមត្ថភាពគ្រប់គ្រង និងកិច្ចប្រតិបត្តិការនៃកំពង់ផែស្វ័យតភ្នំពេញ និងកំពង់ផែស្វ័យតក្រុងព្រះសីហនុ។
លោកអគ្គនាយករងបានបន្ថែមថា ការយល់ដឹងពីគ្នាទៅវិញទៅមក និងការផ្លាស់ប្តូរទស្សនៈរវាងគ្នាក្នុងវិស័យកំពង់ផែ នឹងរួមចំណែកយ៉ាងសំខាន់ក្នុងការអភិវឌ្ឍកំពង់ផែ និងសេដ្ឋកិច្ចនៃព្រះរាជាណាចក្រកម្ពុជា។

On 18 December, 2018, Mr.Nhem Savong, Deputy Director General, represented H.E. Chan Dara, Director General, General Department of Waterway- Maritime Transport and Ports, presided over the Cambodia-Japan Port Seminar 2018 organized by the Ministry of Public Works and Transport and the Japan Oversea Ports Cooperation Association (JOPCA).
Over 100 participants were in attendance including government officials, representatives from the Open University of Japan, JICA, the Embassy of Japan and private companies from both Cambodia and Japan.
This seminar focused on the development of the Phnom Penh Autonomous port, port related procedures and port EDI, Japanese cooperation within the port sector in Cambodia, bilateral port technical exchanges, and the importance of technical standards and maintenance of the port infrastructure.
He stressed the importance of utilizing the JICA Alumni Association as a resource. This Association plays an important role in developing an increased capacity for handling cargo and strengthening the ability of management and operations of both the Phnom Penh Port and Sihanoukville Port .
He added that mutual understanding and an exchange of opinions within the port sector will very much contribute to the development of ports and the economy of Cambodia.
