សម្តេចអគ្គមហាពញាចក្រី ហេង សំរិន ប្រធានរដ្ឋសភា បានអញ្ជើញថ្លែងសារគន្លឹះ ចូលរួមមហាសន្និបាតនៃក្តីសង្ឃឹម របស់សហព័ន្ធសន្តិភាពសកល ដែលរៀបចំធ្វើនៅសាធារណរដ្ឋកូរ៉េ នៅព្រឹកថ្ងៃទី២៧ ខែកញ្ញា ឆ្នាំ២០២០ ថា ក្នុងកាលៈទេសៈ ដែលសកលោក មានវិបត្តិដោយសារជំងឺកូវីដ១៩នេះ សភារឹតតែមានតួនាទីយ៉ាងសំខាន់ក្នុងការរួមចំណែកដោះស្រាយ និងទប់ស្កាត់បញ្ហាប្រឈមនានា តាមរយៈការសម្របសម្រួល ការត្រួតពិនិត្យតាមដាន និងការអនុម័តច្បាប់សំខាន់ៗ និងការអនុម័តនូវកញ្ចប់ថវិកាសង្រ្គោះឆ្លើយតបនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ។
មហាសន្និបាតនៃក្តីសង្ឃឹម របស់សហព័ន្ធសន្តិភាពសកល នៅឆ្នាំនេះ រៀបចំឡើងក្រោមប្រធានបទ៖«ឈានឆ្ពោះទៅកសាង និងធ្វើឱ្យសង្គមជាតិទាំងមូលប្រសើរឡើងវិញ ក្រោយវិបត្តិកូវីដ-១៩៖ ឯករាជ្យភាព វិបុលភាព និងគុណតម្លៃជាសកល»។
សម្តេចអគ្គមហាពញាចក្រី ហេង សំរិន បានលើកឡើងថា ជំងឺកូវីដ១៩ បានបង្កផលប៉ះពាល់យ៉ាងធ្ងន់ធ្ងរចំពោះសង្គម និងសេដ្ឋកិច្ចសកលជារួម តែការឆ្លើយតបចំពោះវិបត្តិនេះ មានលក្ខណៈខុសៗគ្នាពីប្រទេសមួយទៅប្រទេសមួយ ដែលធ្វើឱ្យលទ្ធផលមិនទាន់បានពេញចិត្តទាំងស្រុង។ ការឆ្លើយតបចំពោះបញ្ហាកូវីដ១៩ ហាក់បង្ហាញថា ពិភពលោក ប្រឆាំងនឹងសត្រូវរួម តែដំណោះស្រាយមិនដូចគ្នា។
សម្តេចបានគូសបញ្ជាក់ថា ការដោះស្រាយបញ្ហាកូវីដ១៩ ទាមទារឲ្យធ្វើការរួមគ្នា បង្កើនកិច្ចសហប្រតិបត្តិការ និងសាមគ្គីភាពអន្តរជាតិ ជាកត្តាសំខាន់និងមិនអាចខ្វះបាន។
ជាមួយគ្នានេះ សម្តេចប្រធានរដ្ឋសភា បានចែករំលែកបទពិសោធន៍ ដែលកម្ពុជាបានគ្រប់គ្រងស្ថានភាពជំងឺកូវីដ១៩ប្រកបប្រសិទ្ធភាពខ្ពស់តាមរយៈការអនុវត្តប្រតិបត្តិនូវវប្បធម៌ចែករំលែក និងសាមគ្គីភាព ដល់មហាសន្និបាតផងដែរ។
សម្តេចអគ្គមហាពញាចក្រី ហេង សំរិន លើកឡើងថា ការប្រយុទ្ធប្រឆំាងជំងឺកូវីដ១៩ ទាមទារថវិកា សម្ភារៈបរិក្ខារ និងកម្លាំងមនុស្សច្រើន។ កម្ពុជាបានរួមគ្នាបរិច្ចាគ និងចែករំលែកនូវធនធាន តាមលទ្ធភាពគ្រប់ភាគីមានស្ថាប័នរដ្ឋ ឯកជន គូអភិវឌ្ឍន៍ និង អង្គការមិនមែនរដ្ឋាភិបាល ទៅដល់ប្រជាពលរដ្ឋ។ រាជរដ្ឋាភិបាលបានដាក់ចេញនូវយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ផ្តោតសំខាន់លើវិស័យកសិកម្ម កសិ-ឧស្សាហកម្ម ការប្រែក្លាយផ្នែកឌីជីថល និងទេសចរណ៍ក្នុងស្រុក ដែលជាវិស័យអាទិភាព ទៀតផង។
ដើម្បីស្តារនិងកសាងសង្គមជាតិនៅពេលនេះ និងក្រោយវិបត្តិកូវីដ១៩បញ្ចប់ទៅ សម្តេចប្រធានរដ្ឋសភា បានលើកឡើងថា គេគួររៀបចំផែនការស្តារឡើងវិញប្រកបដោយភាពជាក់លាក់ ដោយដាក់ចេញនូវសេណារីយ៉ូចាំបាច់ សម្រាប់បើកឱ្យដំណើរការជាបណ្តើរៗនូវការធ្វើដំណើរឆ្លងកាត់ និងប្រតិបត្តិការ ពាណិជ្ជកម្ម ព្រមទាំងការស្តារឡើងវិញនូវវិស័យដែលរងផលប៉ះពាល់ធ្ងន់ធ្ងរពីវិបត្តិនេះ និងត្រូវថែរក្សាសុខសន្តិភាពនៅក្នុងតំបន់និងសកលលោក ជាចម្បងនិងចាំបាច់។
សម្តេចប្រធានរដ្ឋសភា បានមានប្រសាសន៍បញ្ជាក់ថា សន្តិភាពត្រូវដើរទន្ទឹមគ្នានឹងការអភិវឌ្ឍ និងត្រូវមានវិធានការបង្កើនការគាំពារសង្គមបង្កើនសមត្ថភាព និងប្រសិទ្ធភាព ក្នុងប្រព័ន្ធសុខាភិបាល និងគាំទ្រសហគ្រាសខ្នាតតូច និងមធ្យម ពន្លឿនការប្រែក្លាយបច្ចេកវិទ្យាឌីជីថលឱ្យមានប្រសិទ្ធភាព ហើយសភាត្រូវយកចិត្តទុកដាក់នៅក្នុង ការអនុម័តច្បាប់ និងគោលនយោបាយពាក់ព័ន្ធនឹងបច្ចេកវិទ្យានេះ សំដៅធានាផ្តល់ផល ប្រយោជន៍ដល់ប្រទេសទាំងអស់ ក្នុងតំបន់និងសកលលោក ជាពិសេសប្រទេសកំពុងអភិវឌ្ឍន៍ នូវសមត្ថភាព និងហេដ្ឋារចនាសម្ព័ន្ធ។

ឆ្លៀតឱកាសនោះ សម្តេច បានសម្តែងការកោតសរសើរលោកស្រីបណ្ឌិត ហាក់ ចា ហាន មូន សហស្ថាបនិកនៃសហព័ន្ធសន្តិភាពសកល ដែលបានរៀបចំវេទិកាដ៏មានសារៈប្រយោជន៍នេះឡើង ដើម្បីផ្តល់ឱកាសដល់ថ្នាក់ដឹកនាំជុំវិញពិភពលោក ទាំងអ្នកនយោបាយ អ្នកដឹកនាំសាសនា អ្នកសេដ្ឋកិច្ច អ្នកសារព័ត៌មាន និងអ្នកសិក្សាស្រាវជ្រាវ បានបញ្ចេញនូវទស្សនៈ មតិយោបល់ និងបទពិសោធន៍ជាគន្លឹះក្នុងការរួមគ្នាដោះស្រាយបញ្ហាប្រឈមនានារបស់ប្រជាពល រដ្ឋខ្លួន និងសកលលោក ដើម្បីសម្រេចបានពិភពលោកមួយ មានសុខសន្តិភាព សុខដុមរម្យនា និង វិបុលភាព។
សូមជម្រាបថា សហព័ន្ធសន្តិភាពសកល ដែលហៅកាត់ថា UPF ជាអង្គការមិនមែនរដ្ឋាភិបាល ត្រូវបានបង្កើតឡើងដោយលោក Sun Myung Moon និងលោកស្រីហាក់ ចា ហាន មូន (Hak Ja Han Moon) នៅឆ្នាំ២០០៥។ អង្គការនេះ មានតួនាទីផ្តល់យោបល់ពិសេស ជូនក្រុមប្រឹក្សាសេដ្ឋកិច្ច និងសង្គម នៃអង្គការសហប្រជាជាតិ តាមរយៈការប្រមូលមតិយោបល់ ពីមហាសន្និបាតប្រចំាឆ្នាំរបស់ខ្លួន ក្រោមប្រធានបទជាក់ស្តែងដែលកំពុងកើតមាន៕

Samdech Akka Moha Ponhea Chakrei Heng Samrin stated that Covid 19 has a serious impact on the society and the global economy as a whole, but the response to this crisis varies from country to country, Which makes the results completely unsatisfactory. The response to Covid 19 seems to indicate that the world is against a common enemy, but the solution is not the same.
Samdech Highlighted that solving the Covid 19 requires working hard together to increase international cooperation and solidarity as an important and indispensable factor.
Meanwhile, Samdech Shared the Cambodia’s experiences on the management of preventing the Covid -19 with highly effective through the implementation of a culture of sharing and solidarity to the General Assembly.
Samdech said that the fight against Covid 19 requires a lot of money, equipment and manpower. Cambodia has jointly donated and shared resources to the fullest extent possible, including public, private, development partners and NGOs to the people. The Royal Government has set out development strategies focusing on agriculture, agro-industry, digital transformation and domestic tourism, which are also priority sectors.
To currently rehabilitate the Society from now and after the end of Covid 19, A specific rehabilitation plan should be prepared by setting out the necessary scenarios for the gradual implementation of the Transit and trade operations, as well as the rehabilitation of areas most severely affected by the crisis, will be essential and necessary to maintain peace in the region and the world.
He mentioned that Peace must goes along with the development and set up the measures in the strengthening the social welfare, ability and effectiveness in the health system and support for small and medium enterprises accelerates the transformation of digital technology, and Congress must pay attention to the adoption of laws and policies related to this technology to ensure the benefit of all countries in the region And the world, especially developing countries, in terms of capacity and infrastructure.
