នៅព្រឹកថ្ងៃអង្គារ៍ ១២រោច ខែផល្គុន ឆ្នាំរកា នព្វស័ក ព.ស២៥៦១ ត្រូវនឹងថ្ងៃទី១៣ ខែមីនា ឆ្នាំ២០១៨នេះ សម្តេចតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រម្ពុជា បានអញ្ជើញសម្ពោធដាក់ឲ្យប្រើប្រាស់ជាផ្លូវការនូវកំណាត់ផ្លូវជាតិលេខ១ ដែលគម្រោងសាងសង់កំណាត់ផ្លូវជាតិលេខ១ ដំណាក់កាលទី៤នេះ មានប្រវែងសរុប ៤គីឡូម៉ែត្រ គិតចាប់ពីទីប្រជុំជន ត្រង់ចំណុចគល់ស្ពានព្រះមុនីវង្ស ត្រើយខាងកើត គីឡូម៉ែត្រ លេខ០+០០០ ដល់គីឡួម៉ែត្រ៤+០០០ ក្នុងសង្កាត់វាលស្បូវ ខណ្ឌច្បារអំពៅ រាជធានីភ្នំពេញ។ កំណាត់ផ្លូវនេះសាងសង់ដោយក្រុមហ៊ុនជប៉ុន ដោយបានចំណាយថវិកាជាង ២៣លានដុល្លារអាមេរិក ក្នុងនោះថវិកាប្រមាណជា ១៦លានដុល្លារអាមេរិក ជាជំនួយឥតសំណងរបស់រដ្ឋាភិបាលជប៉ុន និងថវិកា៧,៨៧លានដុល្លារអាមេរិក ជាថវិកាបដិភាគរបស់រាជរដ្ឋាភិបាលកម្ពុជាសម្រាប់ដោះស្រាយ គោលនយោបាយ និងផលប៉ះពាល់។
ថ្ងៃនេះ សម្តេចតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រី សប្បាយរីករាយជាខ្លាំង និងអបអរសាទរចំពោះការដាក់ឲ្យ ប្រើប្រាស់កំណាត់ ផ្លូវជាតិលេខ១ ប្រវែង៤ គីឡូម៉ែត្រនេះ។ សម្តេចតេជោ ក៏បានអរគុណចំពោះរដ្ឋាភិបាលជប៉ុនដែលបានជួយស្ថាបនាកំណាត់ផ្លូវជាតិលេខ១ ដែលជាដំណាក់កាលចុងក្រោយនៃការកសាងផ្លូវជាតិលេខ១នេះ។ មិនត្រឹមតែកសាងផ្លូវនេះទេ ជប៉ុនក៏បានជួយដល់កម្ពុជា ក្នុងការកសាងស្ពាន ផ្លូវផ្សេងៗ និងវិស័យផ្សេងៗជាច្រើនទៀតផងដែរ។
សម្តេចតេជោ ហ៊ុន សែន បានមានប្រសាសន៍រំលឹកថា ការកសាងស្ថាបនាផ្លូវជាតិលេខ១នេះ គឺជួបការលំបាកយ៉ាងច្រើន ព្រោះត្រូវកសាងជាច្រើនដំណាក់កាល ហើយចំពោះ៤គីឡូម៉ែត្រ នេះជាដំណាក់ការចុងក្រោយ។
សម្តេចតេជោ ហ៊ុន សែន បានមានប្រសាសន៍ថា នៅថ្ងៃស្អែកសម្តេច នឹងអញ្ជើញទៅសម្ភោធឲ្យប្រើប្រាស់ស្ពានឆ្លងកាត់ទន្លេមួយទៀត ដែលកម្ពុជាធ្វើខ្លួនឯងផ្ទាល់តែម្តង។ សម្តេចតេជោបានបញ្ជាក់នៅថ្ងៃនេះថា ចាប់ពីពេលនេះទៅកម្ពុជា ក៏មានសមត្ថភាពធ្វើស្ពានឆ្លងកាត់ ទន្លេបានដែរ ដែលសាងសង់ដោយវិស្វ័ករខ្មែរតែម្តង។
សម្តេចតេជោនាយករដ្ឋមន្ត្រី ក៏សូមអភ័យទោស និងអគុណចំពោះប្រជាពលរដ្ឋដែលរស់នៅ តាមបណ្តោយកំណាត់ផ្លូវនេះមានការលំបាកពេលដំណើរកំពុងការសាងសង់ និងរងនូវផលប៉ៈពាល់ នៃការស្ថាបនាផ្លូវនេះក៏ប៉ុន្តែនៅពេលដែលស្ថាបនារួចរាល់ហើយ គឺមិនមានការលំបាកដូចមុននោះទេ។ ទន្ទឹមនឹងការទទួលបានផ្លូវស្អាតហើយនោះ សម្តេចតេជោនាយករដ្ឋមន្ត្រី ក៏បានអំពាវនាវឲ្យប្រជាពលរដ្ឋអ្នកធ្វើដំណើរទាំងអស់ត្រូវបើកបរដោយមានការប្រុងប្រយ័ត្នគោរពច្បាប់ចរាចរណ៍ឲ្យបានខ្ជាប់ខ្ជួនដើម្បីកុំឲ្យមានគ្រោះថ្នាក់ចរារចណ៍។ ហើយសូមឲ្យអាជ្ញាធរមានវិធានការ តឹងរឹងបន្ថែមទៀត ចំពោះការអនុវត្តន៍ច្បាប់ចររាចរណ៍ ដូចជាអ្នកជិះបញ្ច្រាសទិស មិនពាក់មួកការពារសុវត្ថិភាព និងរថយន្តតទ្រុងជាដើម។
សម្តេតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រី បន្តអំពាវនាវឲ្យប្រជាពលរដ្ឋទាំងអស់ត្រូវរួមគ្នាថែរក្សា សន្តិភាព ដែលមានស្រាប់នេះឲ្យបានគង់វង្ស បើគ្មានសន្តិភាព មិនមានការអភិវឌ្ឍនោះឡើយ។ កម្ពុជាត្រូវធ្វើជាម្ចាស់ការលើប្រទេសខ្លួនឯងមិនត្រូវការ បង្ខិតខំពីប្រទេសណានោះទេ។
សម្តេចតេជោនាយករដ្ឋមន្រ្តី បានថ្លែងអំណរគុណចំពោះប្រជាពលរដ្ឋ និងរាជរដ្ឋាភិបាលជប៉ុន ដែលបានចូលរួមចំណែកក្នុងការងារអភិវឌ្ឍន៍ប្រទេសកម្ពុជា ហើយផ្លូវជាតិលេខ១នេះជាជំនួយឥតសំណងក្នុងការស្ថាបនាកសាងផ្លូវនេះក៏ដូចជាផ្លូវ និងស្ពានផ្សេងទៀតផងដែរ។
សម្តេចតេជោនាយករដ្ឋមន្ត្រី ក៏សូមជូនពរដល់បងប្អូនប្រជាពលរដ្ឋទាំងអស់ជួបតែសេចក្តីសុខចម្រើន គ្រប់ៗគ្នា។ បន្ទាប់មកសម្តេចតេជោហ៊ុន សែន និងលោកឯកអគ្គរាជទូតបានអញ្ជើញ កាត់ខ្សែបូរ សម្ពោធកំណាត់ផ្លូវជាតិលេខ១ មានប្រវែង ៤ គីឡូម៉ែត្រពីគល់ស្ពានច្បារអំពៅ ដល់ ក្ដីតាកុយ ដើម្បីដាក់ឲ្យប្រើប្រាស់ចាប់ពីពេលនេះទៅ៕

Cambodia’s Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen officially inaugurated the National Road No.1. The 4th stage of the construction of the National Road No.1 is about 4 km from the town center at Monivong Bridge in the east, Kilometer pole 0 + 000 to 4+000 in Veal Sbov, Khan Chbar Ampov, Phnom Penh. The road is constructed by Japanese companies, costing more than US $ 23 million, include US $ 16 million is a grant from the Government of Japan and US $ 7.87 million, as a contribution of the Royal Government of Cambodia (RGC) to address policy and impact.
Samdech Akka Moha Sena Padei Techo Hun Sen was very happy and congratulate the launch of the 4 km National Road No.1. Samdech Techo also thanked the Japanese government for helping build the National Road No. 1, which is the last construction of National Road 1. Samdech Techo HUN SEN said that he will be inaugurated to use another bridge across the river, that Cambodia does by itself.. Samdech Techo said that from now on, Cambodia has the ability to build bridges across the river, built by Khmer engineers.
Samdech Techo Hun Sen also apologized and appreciated the people who lived along this road are difficult during the construction and impact of the construction of the road, but when the construction is completed, it is not as difficult as before. Along with getting the good roads, Samdech Techo Prime Minister also called on all passengers to drive carefully with respect to the traffic laws so that no accident can be detected.
